	FAMILIES islandwide, and especially those in the Corporate Area, have for months now been plagued by worries over water as the rains refuse to come and the National Water Commission daily rations the essential natural resource.</p>
<p id="story">
	Included among them is the nine-member Davis family of the</p>
<p id="story">
	Airy Castle community in Stony Hill, St Andrew, whose members are nearing the end of their rope.</p>
<p id="story">
	They, like so many others in the area, get water only for about five or so hours on some days, while the pressure is low and the commodity dirty.</p>
<p id="story">
	&quot;It is unbearable. But we just have to try and cope with the system,&quot; said Andrea Davis, who heads the family of nine, which includes her two children, her grandfather, a sister, a niece, a nephew, her uncle and a cousin.</p>
<p id="story">
	She said that their predicament is made worse by the current economic realities.</p>
<p id="story">
	&quot;We can&#39;t afford to buy a tank so we have two drums, one that we use for water and one for clothes,&quot; the single mother, who is in her 40s, told Environment Watch.</p>
<p id="story">
	Davis noted that while they may get water between 10:00 am and 5:00 pm in the days, the one drum that they have is not able to hold enough to supply the entire household until the next day. As a result, they have had to get creative with their use of water.</p>
<p id="story">
	&quot;If anybody bathe, they have to save the water to flush the toilet,&quot; she said. &quot;To tell the truth, I am not afraid to beg and so I will beg my neighbours (for water) and send my daughter to beg too. I am not ashamed to beg.&quot;</p>
<p id="story">
	This, Davies added, she does from neighbours who own water tanks.</p>
<p id="story">
	&quot;We have a river nearby, but because the rain is not falling the water is dirty and cannot really be used for much,&quot; the woman said. &quot;I tell my daughter if she does not have enough water to bathe then she should just tidy up. What else can we do? The water situation is really very bad. Once it was bad, but it is worse now.&quot;</p>
<p id="story">
	She said that another of her family&#39;s strategy is to catch water in the many soda bottles that they purchase daily.</p>
<p id="story">
	&quot;We are always buying sodas, so one of the things we do is to full the bottles and save them for drinking,&quot; she said.</p>
<p id="story">
	Davis noted that piped water would at one time be available from 10:00 am until 8:00 pm. Now it is turned off by 4:00 pm -- sometimes even 2:00 pm -- and it is more than the family can take.</p>
<p id="story">
	&quot;You have to do all that you are doing from early before the water goes,&quot; said the frustrated woman, adding that it is hard for a household that size whose members are out to school or work for most of the day.</p>
<p id="story">
	Her sister Marie added that even with the water shortage, the water bills keep coming and the amount is similar to the amount they usually received prior to the drought.</p>
<p id="story">
	&quot;I don&#39;t know what will happen and how we are going to manage,&quot; Marie said. &quot;We just have to pray for rain. There is nothing else that we can do.&quot;</p>
<p id="story">
	Other community members feel that their ongoing water troubles are to be blamed, at least in part, on the water trucks that go in, fill up from the hydrant, and then leave for other communities where they sell the water.</p>
<p id="story">
	&quot;The trucks come and load up and transport water to other areas,&quot; one elderly man said from his place under a dry tree trunk in the community.</p>
<p id="story">
	&quot;It is unfair that we do not have water here and it is being sold to outside people,&quot; complained the man who did not give his name.</p>
<p id="story">
	Other community members concurred, adding that it was a practice that prevailed because they are unable to pay for water while people from other communities can.</p>
<p id="story">
	&quot;Is a money-making business they doing. They are not suppose to be selling water, but persons need it and they are willing to pay for it, so of course they will sell it. Both parties benefit. But what happen to those who can&#39;t pay? They have no choice but to do without,&quot; the elderly man said further.</p>
<p id="story">
	&quot;We can&#39;t afford to buy water; we can&#39;t even afford to buy tank,&quot; said Davis of her own family. &quot;The water should be free. Right now Hermitage dam is pure sand, no water is there, so I don&#39;t know how we are going to cope. We just have to pray for rain.&quot;</p>

	<b> South Florida, home to sobbing judges and Eli&aacute;n Gonz&aacute;lez lawsuits, is the nation&#39;s capital of ridiculous litigation. So it&#39;s only fitting we play host to this doozy: Marion &quot;Suge&quot; Knight versus Kanye West</b>.<br />
	<br />
	In January 2009, the bankrupt former <b>Death Row Records CEO</b> filed a federal lawsuit against West, claiming the rapper should be financially responsible for an unsolved 2005 shooting at a party he hosted at South Beach&#39;s posh Shore Club that left Knight capped in the femur.<br />
	<br />
	Among Knight&#39;s alleged damages: medical bills, expenses including &quot;<b><i>the cost of a private plane to transport him from Florida back to Los Angeles,</i></b>&quot; and a supposedly <b>$135,000</b> diamond earring that Knight claims was stolen in the melee. <b>The Shore Club&#39;s</b> owners were also named as defendants in the suit.<br />
	<br />
	Originally filed in <b>California</b> district court, the suit has now been transferred to Miami.&quot;<b><i>People shouldn&#39;t underestimate Suge Knight</i></b>,&quot; says his boisterous lawyer <b>Marc Brumer</b>, adopting the tone of a boxing promoter before a title fight. &quot;<b><i>He&#39;s a very adept businessman. He&#39;s a mess, but he&#39;s sharp. Nobody likes Kanye West anymore. Even though he&#39;s still selling millions of records, everybody&#39;s sick of him</i></b>.&quot;<br />
	<br />
	It&#39;s unfortunate for Knight, then, that court cases aren&#39;t decided by American Idol-style mass text votes. The cigar-chomping, Bloods-affiliated ex-NFL linebacker is in serious need of cash. He has already sold his record label and still owes more than <b>$6 million</b> to the IRS.<br />
	<br />
	Knight was scheduled to come to town for a deposition last week, but it appears the big man can&#39;t catch a break. &quot;<b><i>He was in a pretty serious car accident</i></b>,&quot; Brumer explains. &quot;<b><i>He lost a couple of teeth, he&#39;s in pain, and he can&#39;t speak</i></b>.&quot;<br />
	<br />
	West might not be losing sleep over Knight&#39;s attack, but it&#39;s more bad news for the Shore Club, which was hit with a foreclosure suit in March. Lawyers representing the rapper and the hotel either did not return our calls or declined to comment.<br />
	<br />
	This whole scenario woefully disillusions <b>Riptide</b>. What&#39;s the world coming to when hip-hop&#39;s resident real bad guy &mdash; who once reportedly hung <b>Vanilla Ice</b> from a balcony to wrest royalty rights from him &mdash; resorts to a lawsuit in shaking down a rapper for cash?

	<b> PHILADELPHIA &mdash; Who knew a school cafeteria could be so much fun?</b>

		A space where hundreds of Philadelphia charter school students have been eating their lunches during mundane weekdays has been doubling in its off-hours as nightclub, offering dancing and drinking despite an expired liquor license.</div>
	<div>
		<br />
		City and school officials are not happy about the arrangement between <b>Club Damani</b> and the <b>Harambee Institute of Science and Technology Charter School</b>, which serves about 450 children in kindergarten through eighth grade.</div>
	<div>
		<br />
		<b>Superintendent Arlene Ackerman</b> said in a letter to Harambee on Monday that &quot;<b><i>a school and a nightclub cannot coexist in the same space and (the arrangement) must cease immediately,</i></b>&quot; according to a school district statement.</div>
	<div>
		<br />
		As a charter school, Harambee receives about <b>$3.5 million</b> annually in public funds but operates independently of the district. Officials at Harambee, which is on spring break this week, could not be reached for comment Tuesday.</div>
	<div>
		<br />
		A statement on the school&#39;s Web site said recent media reports contain &quot;slanderous and inaccurate allegations.&quot;</div>
	<div>
		<br />
		&quot;<b><i>This attack on Harambee Charter School is a biased depiction of the true success story that Harambee truly is,&quot;</i></b> it said.</div>
	<div>
		<br />
		Officers with the state <b>Bureau of Liquor Enforcement</b> visited Club Damani on Saturday, a day after WPVI-TV first aired a report on the building&#39;s double-life. The segment included footage of liquor bottles and a YouTube video promoting the club in which a man refers to marijuana use.</div>
	<div>
		<br />
		No alcohol was being served when authorities arrived, bureau <b>Sgt. William La Torre</b> said Tuesday. However, club officials told officers that alcohol had been served in the past and that they thought their license was current, La Torre said.</div>
	<div>
		<br />
		Club officials denied any drug use on the premises and said the YouTube video was part of a standup comedy routine, La Torre said. Still, officers urged them to be cautious about their clientele, he said.</div>
	<div>
		<br />
		&quot;<b><i>Basically, we said we need you to do what&#39;s right for the kids</i></b>,&quot; La Torre said.</div>
	<div>
		<br />
		Liquor licenses can be denied to establishments within 300 feet of a school. In this case, the school moved into a building that already was licensed, state <b>Liquor Control Board</b> spokeswoman <b>Francesca Chapman</b> said Tuesday.</div>
	<div>
		<br />
		Harambee&#39;s facility in West Philadelphia was once an <b>Italian-American</b> social club that had held a liquor license since 1936, Chapman said. The club transferred the license to the school-affiliated Harambee Institute in 2002, but Chapman said it expired in 2008.</div>
	<div>
		<br />
		Neighbors also are upset about the situation, said city <b>Controller Alan Butkovitz</b>. He said he has received complaints about discarded drug packaging and liquor bottles near the club.</div>
	<div>
		<br />
		Butkovitz revealed Tuesday that Harambee is one of 13 charter schools under investigation by his office for questionable financial practices.</div>
	<div>
		<br />
		La Torre said the enforcement bureau last received a complaint &mdash; which was noise related &mdash; about Club Damani in January 2008, when it was still licensed to serve alcohol.</div>
	<div>
		<br />
		The city&#39;s <b>Department of Licenses &amp; Inspections</b> cited the club in February for lacking three necessary business permits, said <b>Maura Kennedy</b>, a spokeswoman for the mayor&#39;s office. The club has until April 10 to comply or it will be shut down, she said</div>

	<b> (AP) D.C. police say a fourth person has died after a drive-by shooting in southeast Washington</b>. <br />
	Police spokeswoman <b>Gwendolyn Crump</b> said early Wednesday the person was among the nine hit Tuesday when a gunman sprayed bullets into a crowd of people. <br />
	<br />
	Officials say three people were arrested and a weapon was recovered after <b>six men and three women</b> were shot around the 4000 block of <b>South Capitol Street</b> southeast. <br />
	<br />
	<b> Fire Department</b> spokesman <b>Pete Piringer</b> says all were in their 20s and 30s, except for one teenager. <br />
	<br />
	Authorities say four D.C. officers were slightly injured while chasing a suspect&#39;s vehicle into neighboring <b>Prince George&#39;s County</b> in <b>Maryland</b>. <br />
	<br />
	A gunman sprayed bullets &quot;<b><i>into a crowd,</i></b>&quot; said <b>Police Chief Cathy Lanier</b>. The shootings of six men and three women happened about 7:30 p.m. Tuesday in southeastern Washington, D.C., said D.C. Police Department spokesman <b>Officer Hugh Carew</b>. Fire Department spokesman Pete Piringer says all the victims were in their 20s and 30s, except for one teenager. <br />
	<br />
	One shooting victim died at the scene, one was dead on arrival at the hospital, and the third died in the operating room, said Carolyn Hammond, spokeswoman for Washington Hospital Center. She said a fourth person was in critical condition late Tuesday. <br />
	<br />
	The neighborhood is near a water treatment plant and <b>Bolling Air Force Base</b>. Sections of southeastern D.C. have problems with crime, though surprised neighbors told local media that the area was not a bad place to live and wasn&#39;t dangerous. <br />
	<br />
	Washington reported 143 homicides last year, the fewest in nearly 50 years. <br />

	The crime scene stretched for blocks and streets were blocked off. <br />

		KELIS has been ordered to pay $5,000 for a hair weave after allegedly failing to settle a salon bill.<br />
		<br />
		The Milkshake hitmaker is said to have received the hairstyle at a Santa Monica, California salon last May (09) - but faced legal action from her stylist over the alleged outstanding debt.<br />
		<br />
		Legal documents were subsequently filed and the case was sent to trial - but Kelis failed to attend the hearing on Monday (29Mar10), according to <a href="http://TMZ.com" target="_blank"><font color="#666666">TMZ.com</font></a>.<br />
		<br />
		The website reports that the judge entered a default judgment for the R&amp;B singer to pay the full amount.<br />

	<b>It is not clear what some students at South Hadley High School expected to achieve by subjecting a freshman to the relentless taunting described by a prosecutor and classmates</b>.<br />

	Certainly not her suicide. And certainly not the multiple felony indictments announced on Monday against several students at the <b>Massachusetts</b> school.<br />
	<br />
	The prosecutor brought charges Monday against nine teenagers, saying their taunting and physical threats were beyond the pale and led the freshman, <b>Phoebe Prince</b>, to hang herself from a stairwell in January.<br />
	<br />
	The charges were an unusually sharp legal response to the problem of adolescent bullying, which is increasingly conducted in cyberspace as well as in the schoolyard and has drawn growing concern from parents, educators and lawmakers.<br />
	<br />
	In the uproar around the suicides of Ms. Prince, 15, and an 11-year-old boy subjected to harassment in nearby <b>Springfield</b> last year, the Massachusetts legislature stepped up work on an anti-bullying law that is now near passage. The law would require school staff members to report suspected incidents and principals to investigate them. It would also demand that schools teach about the dangers of bullying. Forty-one other states have anti-bullying laws of varying strength.<br />
	<br />
	In the Prince case, two boys and four girls, ages 16 to 18, face a different mix of felony charges that include statutory rape, violation of civil rights with bodily injury, harassment, stalking and disturbing a school assembly. Three younger girls have been charged in juvenile court, <b>Elizabeth D. Scheibel</b>, the Northwestern district attorney, said at a news conference in <b>Northampton, Mass</b>.<br />
	<br />
	Appearing with state and local police officials on Monday, Ms. Scheibel said that Ms. Prince&rsquo;s suicide came after nearly three months of severe taunting and physical threats by a cluster of fellow students.<br />
	<br />
	&ldquo;<b><i>The investigation revealed relentless activities directed toward Phoebe to make it impossible for her to stay at school</i></b>,&rdquo; Ms. Scheibel said. The conduct of those charged, she said, &ldquo;<b><i>far exceeded the limits of normal teenage relationship-related quarrels</i></b>.&rdquo;<br />
	<br />
	It was particularly alarming, the district attorney said, that some teachers, administrators and other staff members at the school were aware of the harassment but did not stop it. &ldquo;<i><b>The actions or inactions of some adults at the school were troublesome</b></i>,&rdquo; Ms. Scheibel said, but did not violate any laws.<br />
	<br />
	<b>Christine Swelko</b>, assistant superintendent for <b>South Hadley Public Schools</b>, said school officials planned to meet with the district attorney this week or next. &ldquo;<b><i>We will then review this evidence and particularly the new information which the district attorney&rsquo;s office has but did not come to light within the investigation conducted by the school,</i></b>&rdquo; Ms. Swelko said in a statement.<br />

	Ms. Prince&rsquo;s family had recently moved to the <b>United States</b> from a small town in Ireland, and she entered South Hadley last fall. The taunting started when she had a brief relationship with a popular senior boy; some students reportedly called her an &ldquo;<b>Irish slut</b>,&rdquo; knocked books out of her hands and sent her threatening text messages, day after day.

		At South Hadley High School, which has about 700 students, most students and teachers refused on Monday to talk about the case. Students waited for parents in the pouring rain and a sports team ran by, with one student telling reporters, &ldquo;Go away.&rdquo;<br />
		<br />
		<b>Ashlee Dunn</b>, a 16-year-old sophomore, said she had not known Ms. Prince personally but had heard stories spread about her in the hallways.<br />
		<br />
		&ldquo;<b><i>She was new and she was from a different country, and she didn&rsquo;t really know the school very well,</i></b>&rdquo; Ms. Dunn said. <b><i>&ldquo;I think that&rsquo;s probably one reason why they chose Phoebe</i></b>.&rdquo;<br />
		<br />
		On Jan. 14, the investigation found, students abused her in the school library, the lunchroom and the hallways and threw a canned drink at her as she walked home. Her sister found her hanging from a stairwell at home, still in her school clothes, at 4:30 p.m.<br />
		<br />
		Some of the students plotted against Ms. Prince on the Internet, using social networking sites, but the main abuse was at school, the prosecutor said.<br />
		<br />
		&ldquo;<b><i>The actions of these students were primarily conducted on school grounds during school hours and while school was in session,</i></b>&rdquo; Ms. Scheibel said.<br />
		<br />
		Ms. Scheibel declined to provide details about the charges of statutory rape against two boys, but experts said those charges could mean that the boys had sex with Ms. Prince when she was under age.<br />
		<br />
		Legal experts said they were not aware of other cases in which students faced serious criminal charges for harassing a fellow student, but added that the circumstances in this case appeared to be extreme and that juvenile charges were usually kept private.<br />

	Jos&eacute; Antonio Medina, allegedly responsible for smuggling thousands of pounds of heroin into the US each year, was arrested in the western state of Michoac&aacute;n and is being held for prosecution.<br />
	<br />
	Mr Medina, 36, allegedly ran a complex smuggling operation that sent 440lb (200kg) of heroin each month into southern California for La Familia drug cartel, said Ramon Peque&ntilde;o, head of the anti-narcotics division of Mexico&rsquo;s federal police.<br />
	<br />
	Yet even with Mr Medina&rsquo;s arrest the bloodshed between rival cartels &mdash; and the police and military fighting them &mdash; continued unabated across Mexico, underscoring the challenge that Mexico and the US face in dismantling the gangs.<br />
	<br />
	<br />
	Ten people were killed in Ciudad Ju&aacute;rez in the past 24 hours, including a US citizen in an attack on an undertaker. Police also found a decapitated man in a shopping centre car park, his head inside a plastic bag near by.<br />
	<br />
	More than 2,600 have died in the city in the past three years. After the shooting of three people connected to the US consulate in Ju&aacute;rez on March 13, a US delegation, including Hillary Clinton, the Secretary of State, and Robert Gates, the US Defence Secretary, travelled to Mexico City to pledge renewed American commitment and aid to tackle the drugs crisis.<br />
	<br />
	In Mexico City federal police said that they had seized $1.7 million (&pound;1.1 million) in small bills and arrested two Mexicans and two Colombians for allegedly running financial operations for the cartels. The drugs business brings about $25 billion in illicit cash into Mexico each year.<br />

Banton" height="208" hspace="10" src="http://www.dancehall.mobi/pictures/buju-banton-2009.jpg" title="Buju Banton" vspace="10" width="175" />Dancehall deejay, Buju Banton, remains in jail this evening, after his lawyer&rsquo;s efforts to have him released on bond were thwarted in court today. Banton&rsquo;s lawyer, David Markus, had <a href="http://www.dancehall.mobi/2010/03/22/bujus-lawyer-files-bail-application-says-he-has-lost-40lbs/" target="_blank">filed an emergency motion for bond (bail)</a>, citing that the artiste had lost 40 pounds, and was not being provided with a diet (vegetable and fruit-based) in accordance with his religious views.</p>
		<p>
			In court today however, a federal prosecutor said that claims that Banton is being treated inhumanely in jail were &ldquo;lies&rdquo;, and presented evidence that the artiste had actually gained 11 pounds. As a result, the magistrate said he would not interfere with jail operations, and that he would not order Banton&rsquo;s release because he believes there&rsquo;s a risk of him fleeing.</p>
		<p>
			Banton has been in custody since <a href="http://www.dancehall.mobi/2010/03/22/2009/12/12/buju-banton-facing-federal-drug-charges-in-miami/" target="_blank">his detention on Federal drug charges</a> in Florida in December, 2009.</p>

The popular dancehall deejay issued a statement late yesterday, outlining that he has had discussions with Jamaica&rsquo;s tax authorities regarding his outstanding taxes, and that they have lifted the stop order which prevented him from leaving the island on Wednesday night (March 24) for a two week European tour.</p>
<p>
	He will now leave the island later today, and stated: &ldquo;<em>I want to assure my European fans that I am looking forward to performing for them, and this incident was merely a minor setback</em>&ldquo;. He is booked to perform at venues in Switzerland, France, Germany and Holland, and will return to Jamaica in mid-April.</p>
<p>
	The stop order on travel is reportedly a new tactic being implemented by Jamaica&rsquo;s Tax Administration Services Department (TASD), as they seek to get tax-delinquent persons to settle their outstanding taxes, or make suitable arrangements to do so within a given time. Stop order notices have reportedly been issued on <a href="http://www.dancehall.mobi/2010/03/25/jamaican-government-cracking-down-on-tax-delinquent-artistes/" target="_blank">50 &ldquo;high-profile&rdquo; Jamaicans (including several artistes)</a> who are said to be said to be tax delinquent.</p>

	<strong>Here are excerpts from the statement:</strong> &ldquo;<em>Romain Odden Anderson also known as Blak Ryno would like to inform the public that he will be moving on with his music career under the name &ldquo;Ryno di Stinger&rdquo;. He would also like to establish that his departure from the Portmore Empire was an act of his maturity and professionalism &hellip; He is stronger than ever as he has held himself to high musical standards which have and will continue to yield great results &hellip; This Syndicate brags the name &ldquo;Garrison&rdquo; as they are talented artist from prominent non-residential areas in Jamaica. They are musically competent and thus they strive to be successful.</em>&ldquo;</p>

	It&rsquo;s ironic that two other Portmore Empire exiles &ndash; Lisa Hyper and Kym &ndash; also changed their names after similar controversial exits from the Gaza crew. Lisa Hyper was formerly known as Lisa Hype, and Kym was formerly known as Gaza Kim. Look out for a brand new single featuring Kym and Ryno Di Stinger &ndash; it will likely be released this weekend.</p>

		According to <i>bossip.com</i>, <b>Albert &ldquo;Stealth Brotha&rdquo; Bailey&rsquo;s</b> mama raised him right: He knows it&rsquo;s polite to call ahead before dropping by. Such an idiot to attempt to Rob a bank after calling and letting them know that your on your way...WTH?<br />

		Authorities in <b>Connecticut</b> say two would-be robbers tried <i>&ldquo;phoning in&rdquo;</i> to pull off a bank heist. It didn&rsquo;t work.<br />
		<i>&ldquo;I&rsquo;ve heard of drive-up robberies where they rob the bank via drive-up windows,&rdquo;</i> said <b>Det. Lt. Michael Gagner</b> of the Fairfield, Connecticut, Police Department. <i>&quot;But I&rsquo;ve never had somebody call ahead and say, &lsquo;Get the money, we&rsquo;re coming.&rsquo; &quot;</i><br />

		The attempted bank job unfolded Tuesday afternoon at a branch of the People&rsquo;s Bank in <b>Fairfield</b>. Authorities said a bank employee received a phone call from a person demanding that <b>$100,000</b> in large bills be gathered, or there would be a <i>&ldquo;blood bath&rdquo;</i> if the orders were not carried out.<br />
